While content is not the only thing that makes great education, training can never be successful without quality contribution.   This session will explore the challenges of engaging with a subject matter expert,  who - while full of content – may not be ready to organize, convey, or even instruct on the materials.     Join Sean Carroll, subject matter expert, business owner, and government professional, as he reflects the obligation of subject matter experts in making content decisions, eliminating assumptions and symptoms in favor of a focus on addressing true root causes in curriculum development . This session will be taught through the eyes of the subject matter expert, giving first-hand experiences on how curriculum developers can navigate why SMEs behave the way they do,  understand how to hear what the need, and provide the guidance that allows the best development possible of your organization’s experiences!

Sean Carroll

Sean Carroll served as the chief procurement officer for the state of New York from 2016-2023, and various counties, cities and school districts across NYS state since 2005. He has served under 4 governors and managed more than 3000 contracts with annual spend exceeding $50 Billion for state agencies, state campuses and local governments. He has expertise in end to end procurement, cyber policy and terms and conditions,  legislation, rule making and policy for public work, commodities, services, technology, including DEI, social equity, sustainability and fair labor practices. 

His current firm, A Posteriori LLC was founded in 2016 to represent the true role of a management consultant, reflecting the obligation to base decisions and guidance on observations and experience, eliminating assumptions and symptoms and in favor of a focus on addressing true root causes.  

He has served as a SME on the development of white papers and training modules for NIGP: The Institute for Public Procurement and NASPO, and has designed and delivered more than 100 professional development sessions nationwide, including stand alone and comprehensive training materials.
