ROWSC initially opened its doors as the St. Thomas Skill Center. It began operating February 1977 as the first public adult facility for vocational-technical education in the Virgin Islands. On June 15, 1977, through Legislative Act No. 3993, the St. Thomas Skill Center was renamed the "Raphael O. Wheatley Skill Center "in an effort to commemorate a Virgin Islander whose 35 years of service contributed to pioneer vocational-technical education in the territory.
Our campus is nestled adjacent to Charlotte Amalie High School's eastern side and immediately behind Lockhart Elementary School. It consists of a two-story building, an Annex, three sets of modular classrooms and one set of modular administrative offices. The Skill Center is a post-secondary career & technical education institution that offers one- and two-year programs in the following areas: Allied Health (Clinical Medical Assistant, Medical Administrative & Billing and Coding Specialist, Phlebotomy Technician), Computer Applications, Cosmetology, Nail Technician, Hair Braiding, Esthetics, Culinary Arts, Carpentry, Emergency, Medical Technician (EMT), Heating, Ventilating, Air Condition & Refrigeration (HVAC/R), Certified Nursing Assistance (CNA), Patient Care Technician (PCT), Medical Massage Therapist and Practical Nursing. We offer classes during the day and the evening, for working adults. We serve over 250 adult learners annual.
