The Caribbean Public Health Agency (CARPHA) is the regional public health agency for the Caribbean. It was legally established in July 2011 by an Inter-governmental Agreement (IGA) signed by Caribbean Community Member States and began operation in January 2013.
CARPHA is a merger of 5 regional health institutions: The Caribbean Environmental Health Institute (CEHI), The Caribbean Epidemiology Centre (CAREC), The Caribbean Food and Nutrition Institute (CFNI), The Caribbean Health Research Council (CHRC) and The Caribbean Regional Drug Testing Laboratory (CRDTL). The Agency now operates from three campuses, Port of Spain (Headquarters), Jamaica (Medicines, Quality Control, and Surveillance Department) and Saint Lucia (Environmental Health and Sustainable Department).
The Agency's mandate addresses the contribution to CARICOM regional public goods including:
- Promoting physical and mental health and wellness of people;
- Enhancing national capacities to deliver public health good and services to address new and emerging public health priorities in the Caribbean, through on-going teaching, training, and collaboration with Member States;
- Providing strategic direction, in analysing, defining and responding to public health priorities;
- Promoting and developing measures for the prevention of disease;
- Supporting preparation for and response to public health emergencies;
- Supporting solidarity in health, as one of the principal pillars of functional cooperation; and
- Supporting the relevant objectives of the Caribbean Cooperation in Health (CCH).
Since January 2020, CARPHA has led the CARICOM Regional public health response to COVID-19. This is in keeping with its mandate and recommendations from the Council for Human and Social Development (COHSOD)-Health working group on regional coordination for response management.
